Prerequisite: PMGT 5160, or one course in accounting, or equivalent. The management of public funds including cash management, forecasting, investments, purchasing, debt administration and assessing financial condition.

Course Purpose and Objectives

Purpose :

This course exposes course participants to the wide variety of tasks a financial manager is asked to perform. Nothing arouses the negative attention of the media and the public ire like even the appearance of mismanagement of public funds. Perhaps this sensitivity is because public dollars are a sacred trust, first because the money belongs to the people, and second because citizens do not have a choice whether to contribute their hard earned dollars. This course gives practical exercises to develop skills handling public funds in a professional and responsible manner.

Course Objectives :

1) To learn and practice the skills of cash management.

2) To learn how to forecast and administer revenues.

3) To learn how to estimate costs, expenditures and conduct purchasing.

4) To learn the basic principles of debt, investments, financing and capital budgeting.

5) To gain familiarity with balance sheets and financial statements.

Finkler, Steven A. Financial Management for Public, Health and Not-For-Profit Organizations. Prentice Hall, 2000. (Retail $130. This text has recently been found on www.amazon.com and www.half.com for under $65!)

Not Required but helpful:

Charles K Coe, Public Financial Management. Prentice Hall, 1989. (This paperback has recently been found on www.amazon.com for under $5.00! A real bargain!)
Reed, B.J. and John W Swain. Public Finance Administration. Prentice Hall 1997. This book is expensive, the cheapest I have seen it recently is used at www.bn.com for 52.50, and for $70 at www.amazon.com . Keep your eyes open for a better deal.

Other:

Financial Calculator. The best deal I have found is the Texas Instruments BAII plus or similar financial calculator ($30 at Office Max), about $40.00 at the bookstore.
